In an effort to improve security, promote transparency, and protect against fraudulent activity, vetting has been implemented for brands that send text messaging.
Short Code Brand Vetting
All short code leases must now be tied to vetted brand and reseller (or “content provider” as they’re called in SCR) records in the Short Code Registry. Customers leasing a new short code through Convey will be asked to provide the requisite details at the time the lease is placed. Customers who lease their code directly through the Short Code Registry will be required to complete the process themselves.
In either circumstance, the following details will be requested of both the end-brand (“brand”) and the entity with a contractual relationship with that brand (“content provider”). Required details are marked with “*“
- Legal Name*
- Legal Entity Type (Corporation, LLC, Partnership, etc)*
- DBA(s)
- Country of Registration*
- Stock Market Symbol
- URL*
- Federal Tax ID*
- DUNS
- GIIN
- LEI
- Business Address*
- Point of Contact (Name, Phone, Email)*
Note that the email provided for the POC above is a critical detail. This must be a monitored email address with a domain ideally matching the URL provided within the same form. This is used for vetting purposes - an email will be sent to the address containing corresponding instructions to validate that the mailbox is monitored by personnel who agree to short code vetting. More information can be found in the SCR’s resources section.
Toll-Free Vetting
Effective January 1st, 2026, the following details will be required of the end brand for toll-free verification:
- Business Registration Number (eg country TaxID such as EIN)
- Issuing Country of Business Registration
- Legal Entity Type (Public Profit, Private Profit, Non-Profit, Government, Sole Proprietor)
